Professional profile
Grazia Manca is the Director of the SCS7 – Health Policy Development Unit of the Istituto Zooprofilattico Sperimentale delle Venezie (IZSVe).
She obtained her degree in Veterinary Medicine in 1993, followed by postgraduate specialization diplomas in Poultry Technology and Avian Pathology (1996) and Veterinary Law and Legislation (1999). She began her career at IZSVe in 1994, becoming a senior veterinary officer in 1999 at the Institute’s “Giovanni Vincenzi” Regional Centre for Veterinary Epidemiology. From 2007, she served as laboratory manager within SCS4 at IZSVe, focusing on epidemiology, surveillance plans, and the development of health information systems.
Her research interests centre on information systems applied to healthcare, aimed at developing epidemiological surveillance and traceability systems for food safety, as well as performance evaluation and Business Intelligence systems for healthcare management. She is also interested in digital administration, with particular focus on administrative simplification and public sector paperless workflows. She has served as scientific leader for several research projects on healthcare data digitisation, information systems, and data harmonisation.
She is currently involved in projects and activities for regional information systems and IZSVe: she led the analysis and coordinated the development of the software currently used across the IZSVe laboratories; for over two decades, she has overseen the development of the Regional Information System operating within the Local Health Authorities of the Veneto Region; and she coordinates several projects in this field for the Friuli Venezia Giulia Region.
She has served as a lecturer and scientific coordinator for ECM (Continuing Medical Education) and international events, as well as non-ECM courses organized by local health authorities within IZSVe’s area of remit—primarily in the fields of applied epidemiology, complex information systems for epidemiological surveillance in animal health and food safety, and information governance for public healthcare administration management.
At the international level, she has collaborated on mapping, implementing, and publishing metadata catalogues for health archives as part of the Epizone network and other international research projects. She is the lead for Activity Package 1.3 (Data Management and Validation – Work Package 1) of the EFSA project OC/EFSA/BIOCONTAM/2020/03: Provision of support to EFSA and to ECDC in the production of the EU One Health Zoonoses report and in related zoonoses online interactive data visualisation dashboards and zoonoses story maps (project duration: 2021–2025).
